just turn a breaker off until it turns off the one you're looking for. check a couple nearby outlets to confirm whats on the circuit by plugging something in.

when i checked my apt, i just turned everything on, then turned breakers off one at a time and noted which items were on which line. never a worry of overloading a line

Check your ballast for its pull. A ballasts draws amps, not watts, think about it that way and it's much easier to understand. My 1000w hps draws 8.3 amps on 120v but once i upgraded to 240v, each ballast now only draws 4.1 amps.

Now this is also something to think about...a 15amp breaker can only support 10.5 amps of continuous flow. If your drawing 11 amps on a 15 amp breaker, it will run for abour 2 or 3 hours before it trips.

Technically, it does draw watts, but probably is more easily read in the amp draw. Wattage = amperage x voltage.
