Hps light problem

Ok, i got a 50-watt hps and a 70-watt hps and a 40w t-10 bulb i bought at walmart its only about 4 inches but anyways i plugged in my hps lights into my normal socket im using and how come they wont light up?? and im germinating right nw i got them in a cup in a place with absolutely no light and i was wondering if they will just grow their roots in my cup of water?? thnks

Note sure why the lights wont work, are you sure they dont need a ballast?

What is the specific method your are using to germ them?
