I wouldn't literally cut it in half. That would do more harm than good. Cu that long stem where you will have a node or two and clone that. You cut too much you could shock the plant. Do you know if it's a sure fire female? If not you could put the clone under 12/12 to sex it.

Sounds good and Idk if it's a female forsure but it's has a light but strong floral smell vs another plant I have that's a strong road kill skunk in your face smell. Supposedly the light smell=female vs heavy in your face aggressive smell= male
I'm currently doing 14-10 do you think this will cause it to flower? And I'll 12-12 the clone 1 week after I snip.
 
I wouldn't rely on the smell the sex the plant. Top your girl, clone the top and put under 12/12. If it turns out male, toss them both -- if it's female, then, yay, now you have two girls.

Yes. It will flower under 14 hours of light. Outdoor plants start to flower when the light drops to 14 hours. If you want to keep it in veg you will need to give it 16 to 18 hours of light.
