So what can I do on a budget wise to improve the growth of my plants
Plants don’t care about how much money we have, unfortunately. You just need to buy a suitable light. HPS has a lower up front equipment cost, but it will cost more over time to keep the tent cool because of the heat they add. The bulbs also have a much shorter effective ligespan, so you have to buy new ones every so often. LED is more expensive to buy up front, but quality ones good for thousands of hours of use, and they run cooler, because you can get away with a lower power LED than you can with HPS.
