How to produce 3 oz's per plant with flor.

I've heard everything from topping to scrog. I'm on a budget i'm using 11 42 watt flourescent bulb's on 4 plants. N. light. bubblelicious. jock horror. bubba kush. I'm looking for some advice. This is my second grow. My first grow i only produced 3.3 oz's from 4 plant's and i never used any techniques. i'm growing in soil. i'm using some pretty expensive soil it was 40 dollars a bag. I hope this soil is better then the miracle grow i used. maybe i should make a co2 bottle?

Keep your plants bushy, veg for four weeks, use a reputable line of nutes, and get at least a 600 hps ;)

With CFl's, I recommend making some reflectors to target the light onto the canopy. You're going to want to scrog for highest efficiency, and $40 a bag for soil is absurd. You can always make some homemade CO2, it's in the DIY section I think.
 
how big is the space your growing in?
with 4, my guess is, maybe a closet?

With a small space, and no extra room for light ventilation, CFLs can be the more efficient.
Get some more potent full spectrum daylight. hydrofarm has a 200w CFL, lummen count is 12800, they take a mogul socket. Keep them about 2-3 inches away through out the grow
You may want to do a stadium sog.to get the most use out of the lights. look into super cropping and get a feel for what works bet for your room and you.
keep reflectors off of the CFLs, that allows the ballast to cool more efficiently
quality soil and nuits are a must!
learn about the signs of nutrient deficiency and toxicity

I think you are there, I got a seriously fat one cola from 192W T5.
I switch to FF ocean forest and think I'll double as I topped this time.

If I were you I'd top like the other guy said to keep them bushy, easier for 11 lights to be plenty.
