How should i place my intake and exhaust fans

Which fan should go through the top and which one goes at the bottom or does it even matter??

Generally hot air is extracted at the top and cool air supplied from below

Bigger more powerful fan to extract heat. Placed near the top of your enclosure. Smaller more passive fan at the bottom to introduce cool air. The second smaller fan is almost an unnecessary afterthought as the extraction fan at the top with a vent at the bottom for fresh air intake will accomplish much the same thing. Unless you're actually pulling cold air from a cooled source.
