How much of mosquito bits should I use per gallon of soil?

I want to add mosquito bits, mixed into my soil when I transplant. How much of it should be added per gallon of soil, or does it matter how much I add even?
Only directions I can find are per gallon of water instructions, which helps me none!

A tablespoon per gallon. Put the bits in a stocking, and drop it in the water to soak a few hours. Remove and water plant to run off wetting all the soil.

It's an indoor grow. During early summer where I live, fruit flies are everywhere in my neighborhood. We have a couple of lakes nearby is why I'd guess there are so many of these little bastards.

But anyway, I don't want to make a water treatment for it. My water has so much crap I have to add to it as is. I hear you can sprinkle mosquito bits in the soil directly, but no directions on how much to amend the soil with. Making a water solution with it is not an option for me. I might just have to eyeball it and hope it's not too much.
