How many fixtures should I get?

Hi guys, me and one of my friends were talking about starting a grow together in an apartment for a few months, and now it's finally starting to pick up. We're starting to come up with a list of things we need.

We've got pretty much everything down when it's come to the strains we're using (Big Bang / Trainwreck / Malawi Gold / Speed Devil), I have nutes left over from my last grow (Fox Farm set) as well as pots, two 6'' carbon filter /exhausts @ 200ish cfm, cooling fans and finally a somewhat decent amount of starting money (600$ for me at least)

So in any case, how many light fixtures would be needed for vegging / flowering 25-30 plants?

Right now I was leaning with T5s for vegging but how many should I get?

And one of my coworkers is going to hook me up with 2 250w HPS's as long as I pay for the bulbs for it. Will this be enough to supplement them or should I get something else?

I would get 2x600w for flowering. are the 250 magnetic ballast? if they are e ballast you can run mh with them and that would be perfect for veggin. you can also get some t12s to save on dough for veggin at hardware store for 10-15 bucks and get like 3 of them...sounds like you are set up! good luck
