Until the plant is about 8" in diameter. I have done this using a single 23 watt, 6,500 K, CFL. Here's what I did:
Using 24" square pices of "Reflectix" and Scotch Tape (a quilted kind of bubble-wrap Mylar), I made "Grow tubes" that were 24" tall and about 8" in diameter . From above I hung the CFL, inside a cheap ($6. at WalMart ) 6" round reflector. The CFL and the pot both sat inside the Grow Tube (with plenty of room to spare) allowing for easy hieght adjustment.
The whole enchalada sat on top of a box that was modified to blow air. It was just a "normal", medium sized, cardboard box that was fitted with a 4" Muffin Fan for intake and about a 7 or 7.5 hole that blew up, through the Grow Tube, for exhaust. I sat a wire cooling rake (used for baking) on top of the box, over the hole, to support the pot and Grow Tube.
