move the ballast as far away as possible as well to lower the heat in there also I like to keep my ballasts off the ground in case water spills on the ground nearby..

2. generally speaking, seedlings shuld be under fluorescents not HIDs - you move to HIDs when the plant is a little larger, but it's prolly too late (and it looks like the little dude made it) so just keep that in mind for the next batch of plants.
Otherwise i'm down with ur room. Don't overwater, don't use nutes till flowering, don't overheat, keep humidity above 25% and don't be over-cautious and try to correct problems that may not exist.
get the ballast outta there. heat and if water getson it that would be bad. also id switch to organic soil. better taste in my opinion. actually when your one plant gets to 4 weeks veg. takea clone and grow it beside your set up in soil. compare the taste.

damnit, i hate to be a jackass but i just wanna add my two cents. you can keep the ballast there, it'd prolly take a table to raise it off the ground but that's not a bad idea. your system is fine. all my friends use expert gardener all purpose soil (not hippie-organic but still works). and with the clone... good idea IF you want to test taste against soil.
I would remove the foil and paint everything white or if you want to keep it to less work then buy some plastic thats white on one side and black on the other. It'll give your plants the light they need and keep unwanted light out.
