This particular measure is only for Oakland. The rest of Cali isn't affected. It appears that the tax is only incurred by dispensary owners so I'm not sure how actual growers would be affected unless they in turn start paying less for crops and charging more for medicine. There's another statewide law being considered that would institute a per-plant tax and essentially legalize recreational use, but it's not likely to make it out of the legislature to the governor's desk.
