I agree your going to need at least 12-16 more cfl's in the 2700k to see anymore bud growth
 
Here are the new lights and ballast I'll be getting this weekend all are 400w and ballast swichvbetween HPS and MH except the third one is just MH and ballast built into one

One plant flowering as of now 6 clones rooting 5 seedlings I pic up the lights Friday or sat I won't be using all at once right now as for electric not concerned about the bill I have dolor panel sets as well
 
fire hazard with those lights man they look very very old my old man has one like them and i think i brought that in 1990 0.o
 
They are all repos from a grow opp bust in 98 they donate the lights to local schools the schools then trade them to my friend for coral and reef aquarium stuff for the school then I'm getting them from him every thing has been rebuilt and tested they are dusty cuz they have been rebuilt and put in the back room for years they just need a good cleaning I figure for $160 its not a bad deal
