How do people get buds that cover the entire stem?

My nuts and everything are on point, I have a 400w hps, running it on 30.C can't get it any cooler.

Genetics.... that looks like a bug bud descendant... something like critical 2.0 will give you buds like that.... also molds easily. Smaller bub plants like cookies and platinum cookies will be stronger with smaller buds.
