how do i wire up my cool tube?

hey

i dont have a clue about electrics.

just got my cool tube and it has a blue wire, brown wire and a green and yellow striped one.

on the base to the lamp socket there are a red and green clip.

can someone please help. I want to get my tent up and running, plus i got seedlings ready to go in now.

does anyone have any idea? need help.

Not very well explained..... Ballast? What exactly are you trying to do?
