You spend enough time on the site and post enough comment and such and then it will be enabled. Im pretty sure its more specific than i am in the rules.

clik on the members box and then press the "start a converstuion ".....

that dosnt work tried it says shut all tabbs

Oh ok you will need to turn your computer off then unplug it for 10 seconds.
Then plug it in and reboot.
