How do I know when seeds are done germing?

Hey all, so i'm pretty excited right now. I plan on ordering some seeds from Nirvana, but have never grown so figured I'd try a few bag seeds since at least if I screw it up I will have learned something by the time I get the good seeds. Anyways, I set up a germ box in a small gladware container, lined it with moist(not wet) paper towel and with a heating pad underneath it set to low. Our house is set at 70, so i figure on the low setting it maybe raises it 5 degrees or so. It's less than 24 hours since I set up my "germ box" and I peaked in just a minute ago and it looks like several of them have started to sprout or whatever it is called? (I am posting this in the newb section for a reason, lol)

So my question is when do I know when they are ready to come out and be planted? And what is the best method of doing this, tweezers, or can i pick them up by hand? Right now the seeds are just barely cracking and you can see a little white sprout just barely popping out on several of em.

Thanks to anyone with helpful answers and any tips or advice for a newbie like me is also appreciated!

I germinate in the following way and have had so far a 100% success rate at germing.

i take as many small glasses (or cups) for the seeds i am using. I use 1 per seed to be able to identify which is which.
I then half fill the glass with PH6 water that has been left out for 36 hours to dechlorinate.
I place the seeds in the water and cover them in a warm place for a few hours.
After around 4-6hours the seeds will have sank to the bottom of the glass. If they have not give them a little poke and they should sink.
Once they sink i place into my growing medium (coco) cover with a little humidity dome and place them under my 24w 6400k T5 on 18/6 and wait.

AS simple as that.

You're planting them into soil I assume? I've heard you should use tweezers, I always use my fingers though and just try to avoid touching the root. You should plant them not long after they crack their shell. Also try to make the tap root (The white thing coming out of the shell) point down. No worries if you don't though, the plant will still grow up. Just saves it a little energy
