How come my plants wont growww

Im been growing this plant in a medium pot and i dont no what kinda of weed it was just found it in some i bought just wondering if u pros out there have any simple reasons its growing so slow, all the same its growing little by little but no real progress i have 2 cfl's on it and its in an open area with a fan. Also i have kept the light on about 12 or 15 hours aday. Cause im 16 and have to be careful not to slip up. Just lookin for some vetern advise on how to jump start my baby.
