How close should light be

my pal just bought a grow tent and has just stuck his newly sprouted sees undet the light, its a 250w dual spectrum , any ides how close i should put the lights to the seeds, guy in shop says 70 - 90 centimetres away from the seeds??

put your hand on top of the plants if the light burns you it will burn your plants
sorry just read it again put seedlings under a 23w CFL

put the back of your hand under the light. it should be warm but not hot. feel some heat but if you cant keep your hand there for 20 seconds without having to move it. (think of the sun)
