I don't think cooking oil would ever be a good fertilizer. Not to mention, it's going to attract bugs.

Fish fats are the only thing that can be composted or ever consider in one's substrate. Now don't go and buy omega acids in oil form and think it's fertilizer.

I investigated a use myself a while back. Not much use for the home gardener. You could probably use it as a foliar oil based insecticide. Some people make soap out of it. It isn't going to have any value as a fertilizer you feed your plants.
