Those aren't 'real' inline fans. Thoses are booster fans, they are meant to help pull the air that your furnace or A/C blows out, accross your house. Generally for all practical cultivation purposes these will not adequately cool a room or light, trust me as i have seen some of my cheap ass friends try it.
