High Temp in seedling tray

I have set up a ghetto fabulous seedling tray with various parts that I had laying around. It has a heating mat (the kind for reptile terrariums) with a temperature control hooked up to it. On top of the mat is a brownie baking pan. I have it covered to keep moisture in and increase the humidity. There is one 19w (75 watt equiv CFL on top with a 18/6 light cycle. Inside conditions are 87 degrees F with a humidity of 60%. I temperature control is on its lowest setting, so I cannot get the temp down any more. I have a couple of questions.
1. Will the high heat affect my seeds from sprouting, or will the humidity buffer this problem?
2. When should I move my seedlings to my homemade bubbleponics system?

Oh yea, I have a 400w HPS light above my bubbleponics system.

Yes, it will kill them or at least retard growth. If you can't get the heat any lower than that you need to remove the heater. Apparently reptiles like hotter temperatures than plants do. You need to change something quick.

2. When should I move my seedlings to my homemade bubbleponics system?

I'm not real good with spacial recognition. Are those 4" rockwool blocks? hope not or they won't fit in the net pots. When the roots are developed and starting to break thru the block.

When you do move them, start that 400watt at about 2' above and move it down a few inches a day as the plants grow up until its about 10" above the canopy, then start it moving back up. VV

Sweet, thanks Victor. The rockwool cubes are 1" cubes. Yea, I am finding out my seeds are having a hard time sprouting even though they are presoaked. I guess I am going to spend some extra money and buy a proper germination/clone station.
