I’ve actually had them growing on the leaf itself. It was a freakish plant that had both normal and freak leaves. It was a Hash Passions from Seedsman

I've certainly seen photos of flowers growing from the junction where the petiole meets the leaves, but not at that spot.

But hey, at least it isn't herming (that I can see).
