Sure. He wasn't against cannabis. He didn't do anything though. He couldn't get anything passed.

Obama was in the same position. At least he signed executive orders to keep feds away from the states and take funding from proscuting cannabis growers and users.

They both may have been pro cannabis but there is a difference in what they did.

You're right that Carter had little support. The country was still being run by the world war II generation most of whom had bought the prohibitionist propaganda. But Carter did want to federally decriminalize, something Obama (a former pot smoker) never did or suggested.

Obama was motivated by politics, Carter by humanity.
