I honestly don’t know but that’s what I assume it is. Most organic growers that I’ve seen don’t ph. It’s one nice thing about organic.

You can still fill your pot with FFOF but, before you plant your seed push a solo cup into the soil until the top is level with the top of the soil, pull it out, and fill that hole with something more suitable for seedlings (ProMix HP or a seed starter soil), and then plant your seed. The rust spots are usually a Ca or Mg issue, but when your pH is off the plant cannot pull in those minerals, so make sure your pH is in line before you start throwing cal mag at it.

do I need to ph my water for organic. That’s the testing I’m doing now. I added dry amendments to one and still haven’t touched the ph of my tap.

most of my research shows adding ph down will kill all the microbes in my soil. Since the amendment has microbes I haven’t touched my water.

My guess is that something in your soil is buffering the pH of your tap down. A pH of 8 or 9 is extremely high. The pH scale is logarithmic so, for every whole number you go up in pH, your solution is 10X more basic. Every whole number you go down is 10X more acidic.

FFOF and my natures organic care both didn’t need it. Now that I’m adding liquid nutrients fox farm its bringing it down.

Some soil blends definitely don't require you to pH your water and a lot of people who grow organic don't bother with it. My opinion, and this is just my opinion, is that you will be depleting your soil of those pH buffers faster when your pH is way off. If my water source was that far off then I would look into something you can use to lower the pH that won't harm the microbial life and will work well for organic grows. I learned a lot about how pH, Ca, and Mg interact when I had a reef tank and built a calcium reactor for it. The difference in the rate the Ca dissolved, based on how much I lowered the pH with CO2, was pretty crazy.
