That will be a lot better to start those tender seedlings with. The light should be right over the sprout about 3" away at first then can be as close as 1" once it gets a couple sets of true leaves on it. One of those fans a couple feet away blowing toward the plant will keep heat off the tender top. I flick those around a bit with a finger to toughen up the stem and keep it from stretching too much.
One light is lots for now and you want a 5000 - 6500K for vegging plants.
I use a bigger fan like that for my sprouts too and got a variable voltage wall wart to power it. Then if it has to be close you can lower the speed right down to a gentle breeze or crank it up so it blows hard if used to vent a small grow space.
It's going to be a lot happier under those than that monster 1000w one.
