So I have a problem. I live in center europe and I have a marijuana plant growing outdoors. Nature 12/12 is late here, about september 22nd. Is there any way to encourage blooming of my plant? Maybe something will work out with bloom fertilizers ?:-?

Don't get caught up in the actual date of 12/12 outdoors; it's within a week after the Equinox for everybody in the Northern Hemisphere (table for US found at http://www.usno.navy.mil/USNO/astronomical-applications/data-services/duration-us ). Your plants will normally begin flowering long before that in response to shortening days.

But to answer your question...other than tricking your plant by completely covering it (or bringing it inside into a dark room, if it's potted) to simulate darkness, there's not much you can do to trigger flowering. Hang in there. Do you have any pictures?
