Help with sick plants

I'm not sure what's the matter with these guys. Maybe root slime?

My setup is Aerogarden 7. Don't bother telling me to use something else... I am WELL aware that this is a dumb setup. I started and had a lot of fun doing this, so I will be making a much better system... probably before this grow is even flowering. This is about 2.5 weeks. The AG holds just about a gallon. I have been using water from the tap which has a PPM of ~350. I just started using the AG nutes (again, I know... I have a ton of them). My PPM was ~800 this morning, but I just found a RO water place across the street from me that costs $1 per 5 gal, so I'm doing that. The PPM of that water is ~45. I changed out the water today and bleached the absolute shit out of the rez, rinsed it out really well, added the RO water with nutes PH'ed to about 6 (I have those stupid drops, but a testing pen coming). Upon removing the grow sponges, I noticed the roots are not as long as they were. Maybe they are just bunched up, but the last time I saw them, they seemed longer, but just a long taproot with little shoots coming off it. The leaves look kinda sad and got that way over the last day. Droopy. Temps range from 70-80 degrees f. Humidity ranges from 32%-50%

I didn't even mention the lighting. I am using the AG lights (kinda) 2 6500k 26 watts cfls, 1 2700k 26 watt cfl, and just added 4 5000k 26 watt cfls.
