If you have enough seeds I would pop.a few more.
You know a good plant when you see it.
It will grow fast and strong. Dont matter in what you plant it. But using a clean cool seedling soil is a good idea.
If its not developing niceley its maybe not the right plant for your enviroment.
I think the plant suffers from a root problem or underdeveloped rootsystem. Looks like some uptake is blocked so there are maybe some nutrients locked out.
If your heart beats for that individual.seedling try to improove the rootgrowth. Advanced nutrients offer three good products for that purpose. But dont use all in one mix as long as it is that small only give one each watering. And do not overwater now. Roots develop better in moist soil instead of a wet swamp.
If you spray water let them dry before you get your light back close.
