Help with fan

Ok so i am about to order my new fan, 6in vortex 449CFM Vortex 6 inch 449 CFM High Power Inline Fan - Businesslights.com.

My question is does this fan have diff speed controls? Or do i need to order this also to control speed? Because i do want it silent too. CAP Variable Speed Fan Control - Businesslights.com is that going to be difficult to hook up?

I doubt you ever get a fan to be silent, if you figure it out let me know, this vortec is 49db. You need to buy the speed control seperately. Looks like a decent unit, you just plug it straight into the wall, it's already to go when you recieve it.

All the fans make some sort of noise, hook up a carbon filter to it with some insulated ducting and it will quite it down a lot. I've tried the speed control thing before and it works allright, the only downfall is that it wears out the fan faster...
