I had this a couple times outdoors. First time was when I was growing in 5 gallon buckets and it had rained for 5 days straight. The plants werent big enough to fill the bucket with roots so the buckets were water logged for a bit and they got that wrinkle leaf look. The other time was many years ago when I tried growing in plain peat

, my soil PH was way out of range in the low 5s to high 4s. In both cases they snapped out of it and were fine after a week or two. It didnt look exactly like that but in my opinion is has something to do with the roots, soil ph rather than a deficiency or other environmental issue. Plus lay off the nitrogen a little that may help as well. Good luck
