Help Team RIU!

how long should it take for water to drain out your pot after watering? i feel as though mine is suppose to drain alot faster then it does right now. i have a 3 gal pot with dr.Earth, organic soil with about a 2 inch lip from the top of the pot to the soil. When i water the plants, the water just sits in that 2 inch lip and it takes about 15-20 mins to drain down into the pot. WTH is wrong, is this normal or am i just buggin? can growth be stunted by this problem??

i tried fixing it by mixing the dr.earth with some light warrior, i transplanted into a new 3 gal pot with dr.earth/light warrior and i made huge holes on the bottom of the new pot and stabbed the sides with a knife. I watered again and it seemed better but the water still sits there for like 10 mins...Has anyone experienced this problem with Dr.Earth soil???? is it even a problem? any help will be greatly appreciated thanks and peace.

I don't really know much about that soil but is there perlite in it? I use FFOF and then add 20% or so of extra perlite. No drainage problems.
