help seedling please

Kinda difficult to tell what's going on in the picture. Like Bakatare said, give us as much info as possible. Include soil type/mix, water source, and if possible, a higher quality image. As this stage it could be any number of issues.
 
Not yet dude. No nutes at first. Seedlings can't handle it. What soil are you in? I'm assuming you mean 8" and not 8'... Pull it back to about 1 foot or 12 inches away. ITs probably your light being way too close. Unfortunately, it may be too late for this seedling.... All you can do is nurture it and give it time. NO NUTES!!!

Honestly my guess would be a problem with water, you are using too much of it. That soil looks soaked (pic #2 looks mucky). Though your seedling like to be wet they don't need to learn to swim. Keep your soil moist but not wet.
 
Purified with... Brita? DuPont filter? Or purified from the grocery store? Either way, I've tried all these methods and nothing beats distilled water(.89 a GAL at my grocery store) or Reverse Osmosis water. I do agree that it is overwatered, but that may only be the tip of the iceberg.

I've been reading wanting to say it doesn't look like he's got enough Perlite in the soil mix also.
