Help! plant wont flower

Need help, have two hogs breath clones and 2 P91 they are each sisters of the same mother plant, one of my hogsbreath will not flower im 4 weeks into flower and she hasnt even shown a single hair! the only thing i can think of is that i topped her like 2.5 weeks before i went 12/12 under my 400 watt hps, check out the photo shes the one in the back right corner , i think im just gonna stick it outside tomorrow and let it run its corse, i have like 4 or 5 weeks left before harvest and im not gonna keep my light on for one fucking plant if anyone knows why this happens let me know so i can prevent this in the future

did you have any light leaks?

Wow I didn't know they made closets and rooms for outdoor grows. This is a new phenomenon I'll have to try this one day.
