That looks like dried out coco. If you are a new grower, and you are growing in coco, I would highly suggest going over to www.cocoforcannabis.com to read their guides. Coco needs to be treated as a hydro grow and new growers often treat it like a soil grow.

First of all, you should have started in a smaller pot and perlite would have been a better choice than hydroton for aeration.......feeding will be a challenge until the roots become established.
Coco should be fed to run off every day.
Never let it get dry and never use plain water.......it's always feeding time.

Never water......feed.
You'll have to be very careful if you plan on transplanting them to a smaller pot.......yes it can recover.
