First off. The plant wasn't stable when it was flipped.
You have to have at least 5 leaf sets to figure it's stable. You have a shit ton of 3's. It's tried to get there but, has not.
So it's stressed. Stressed plants attract bugs.
I'm not a fan of Neem! Far nastier then people think.
I might be inclined to use Cpt. Jacks on it.

neem oil makes me break out in hives. i'll use it on plants outdoors but i stay away from it in the house. before a plant flowers i'll use alternating sprayings of pyrethin and spinosad, but after one starts to flower, just spinosad. make sure you use it properly, have to use it at least three times in a row, 3-4 days apart to get any new hatching eggs
if you spray spinosad outside, do it late in the day when the bees have gone back to the hive, as long as it has time to dry, it should be safe for bees
If not captain jacks. Maybe a solution of ultra hot diced chili's and some dish detergent in water. Spray that on. Bet they'll stop munching pretty fast.
Wouldn't do it too late into flower though. *correct me if I'm wrong. Or suggesting crap ideas*
That plant is over watered. I'd be more concerned with that. A little nibble on a leaf or two won't hurt anything.
looks like a little caterpillar in the second pic. are there caterpillars all over you plant? if so spinosad, maybe neem. don't know if that is the whole problem or just part.
