Okay here is the rundown:

My space is 11'' x 14'' x 20''
I am guessing that is just a little under 2 sq ft so I am thinking around 3 40 watt CFL's.

I have a 80mm PC fan and a 70mm fan that goes into the expansion slot on a pc.. so its like a horizontal fan.

I am considering a custom cut piece of glass to separate the plants from the lights and using the horizontal fan to vent that area. Then use the 80mm fan pulling through a carbon filter on the back to vent the plant area. Will that one fan through the filter be enough to keep my temps down?

I am thinking SOG or SCROG maybe a little of both. I have one auto seed so I could let it go while I am vegging my scrogger.

I am also working on some diagrams...

start brainstorming guys, I need to make this work so I can SMOKE!!! haha
I am open to all ideas and will take all the help I can get.

I doubt your 40 watt cfl's will heat up enough to warrant a separate fan. Without the separate fan, you won't need the glass to separate the two compartments. You really can't get a bigger area? If you could go two feet wide you could at least use a T5.

Okay..

No I def can not go for a bigger box.. this is a super stealth rig. I actually will be placing a working fish tank on top of the small box to cover up an noise that is coming from the box. so one pc fan pulling through a ZEN style two cup carbon filter will be enough to vent four 40 watters?

How much power can I pull from one outlet? how about eat socket within the outlet?

unfortunately that will not be enough flow. Running a filter on a small box is a hard thing to do. The fans we pit in pcs just don't have the balls to push through a filter. I would recommend doing what you are doing and getting rid of the filter. You can go to walmart and they make like a flat smelly thing that you can stick all the way over your exhaust port that should cover the smell for a while but you will have to replace it about very two weeks. Keep up the good work and let me know when you get this thing up and going.
