No. It is a hermie. The white hairs are indicating the buds that would sprout, but the white balls below are going to pollinate the female genes of the plant. You've got yourself a hermie, unless your plants a transvestite.....

Isn't there a preventable circumstance the can cause this problem? or is it also just the seed?
