HELP Identifying this issue + how to fix!

My Situation + Conditions
I'm growing indoors in my closet (removed the foil shown in some of the pictures already) and have just been watering when the soil is dry a few inches into the soil although I do believe I overdid the watering a little bit recently, and have since had to try dealing with.. well, the pictures above. I held off on watering but they've just gotten worse. Gave them a little bit of water today but am a little nervous with proceeding with anything before I know for sure what the issue could be. I'm using x4 23w CFL's (all 5000k, I haven't had a chance to grab some 2700k's yet) (This strain is White Lightning Reg)

My Growing Medium
It's my first time growing, and I'm on quite a budget so can't afford FoxFarms and all of the more reputable and popular brands, which I will be doing in my next grow with 4 autoflowers once I get all the proper equipment. I've noticed this soil mixture is very bad when it comes to drainage, which is why I've overwatered in the past.

75% - PRO-MIX Organic Garden Mix
25% - Black Kow Cow Manure

She's about, I want to say.. a week and a half into flower? Not too sure. Next grow I'm keeping track of things more efficiently and organized.

So, do you guys know what's up and of any decently cheap fixes I can perform to help her tough it out till the end?

Wow that looks like it needs water! If the pot is light put water to it. If it's not draining add some holes to the bottom. Take your finger and shove it down into the soil an inch or so from the pot and feel for the amount of moisture. Check and see if its root bound, that'll cause massive probs. If you had severe overwatering issues, it's possible it has root rot. Maybe it isnt too late. But it will be if you dont hurry. Your not gonna get much from the CFL lights. You'll need some stronger light for any real yield. But it's not a complete loss if worst comes to worst , you gaining knowledge and experience. Dont give up on her until you know she cant be saved. That way you'll know for next time.

Yeah the problem is the drainage. Once I get proper equipment I feel it'll be so much easier. I'll be introducing myself into nutrients + pH.

Ph is massively important. Imo moreso than anything else. When ph is correct, a plant can guzzle some water. I got one under a 600w hid and she goes thru a gallon every other day.
