Help! Gardens growing too slow

I’ve been growing outdoors since May 18th I started them on April 18th any idea why my plants only 1ft tall bushy with many bud sites but really small. I have her in the ground with many soil amendments along with that I’m feeding her liquid ferts from 2017 (Remo trio with Magnifical) which is why I amended the soil incase they went bad she is very healthy though but extremely small at least compared to my previous grow weather is great also nothing but sun here some rain in June mostly at night.
She should be about 5/6ft tall by now could it be that strain? It’s a new one, the strain is Gods Glue M.O.C (2different gorilla glues crossed with each other) could it be my ph? If so why is she so healthy? Or maybe my ferts are no good and she’s just growing without but I doubt that as I’ve done that before and they were about 3week old 3 months into that grow.
P.s. the rest of my gardens small also so it might not be the strain except this one tomato that’s 4ft but it was 1ft when I planted her.

Every where there has been more rain than normal and many plants in the ground are stunted as the wetness keeps oxygen away from the roots
It is the nature of growing outdoors
Mother nature wins
My best luck this year has been in raised beds
