help?? droopy and stunted growth?? 911!!

i got 3 plants, a lil over a month old, 4, 4ft flouecents, and 4 55 watt, 3850 lumens cfls. things have been going good all month, but recently they have started drooping pretty bad. i figured underwatering and left them alone for 2 days and nothing changed. i fed them some nutes of some plant food 8-10-8 and didnt see any change. its been over a week since ive seen any real growth and i cant figure out what could be wrong with them any help would be appreciated​

looking green wise they look ok, i just feel like to be a month old they should be way bigger and they just seem to have stopped growing. ive seen some buddys plants that were over a month that were way bigger and he had less lighting then i do lol

I remember the days when I would obsess each day over my plants. Most newbs worry too much and then start Fn with their Sht. Thats when sht starts to happen. They look fine, go to sleep.
