HELP! Brown/Yellow spots on leafs, CFL grow. What's the deal?!

The spots did not show up till today, the pic of plant that is like half green half brown was one that the fan was not reaching very well, so it may be heat related. The other plant that just has little spots, that leaf was touching a bulb since yesterday and the problem didn't show up till today. I have set up a new "space" so that air can circulate better and the fan can clear out all that hot air with ease so the plants won't get hot. I need some input as to whether this is a burn problem from the lights, or whether this has to do with the soil/watering area. I let tap water sit for a day, and then I added some water conditioner solution that I got from the fish section at a pet store. So I feel like the water should be ok. The soil is some perlite, with a little peat moss, and some filler soil from my mom's garden.

4 CFL 27W Bulbs 6500k spectrum
I have some reflectors, but use foil on the sides as well.

Any and all input/tips are VERY welcome!

Looks like it could be from the lights...same thing happened to me & I put some more distance between the plants & light and it recovered well. I am a novice though, so maybe someone else will have a better answer for you. Hope it turns out alright.

Thanks for the reply! I am hoping since I moved the plants a little more away from the lights and that I have moved them into a cooler/more ventilated area that this may help the problem! Thanks for the input!
