Help appreciated!

I have 2 plants from bagseed and one that is a seed found in some White Rhino I had. The 2 bagseed plants are in rubbermaid tub with 270 watts of cfl's over them in home made light with reflector. The soil is Sta-Rite for vegetables and flowers and I believe it has some nitrogen added in the mix.(pellets) Sorry im not great speller. Anyway the 2 were doing great. Its been 3 weeks and they remained nice and deep green and they are about 3 inches tall however as it produced second set of leaves the first set that were nice and green turned yellow/brown and are falling off. The new growth is still green and it looks like 6 more little tiny leaves are forming now(3 on the left side and 3 on the right in center of plant. Is this normal and I feel like its smaller then all of the photos Ive seen of plants this age? I have 150 square foot room in basement Im using so they are set up with lights hanging over top of them about 4-5 inches above. The Rhino plant is over 4 weeks old now and is aprox 3-4 inches tall and starting now for the first time to actually get taller and is producing multiple little tiny leaves. I just feel like Im behind in size for the time they have grown. The Rhino has close to 300 watts of cfl's over it by itself so I know light is not the issue. I just germed 4 more bagseeds and they are in plastic beer tub and should be sprouting any day. I just want to know if there is anything I should do with these to avoid this situation but maybe this is normal. I have to keep close eye on watering as they all are in lots of soil, and dry up in a day or 2 fairly quickly. I do adjust ph accordingly as my tap water is around 7.2 so I bring it down after its sat out a couple days to let chlorine evaporate. Any help would be appreciated. All in all they are looking very healthy but not as large as they should be possibly? Thanks guys

Sounds like you have either an over watering problem, or a super high concentration of nutes in the soil.
Im no expert but those two things usually slow down the starter grows the most
 
Where can I get soil with no nutes? Somewhere like Lowes etc.? Will they eventually catch up as nutes dissapate through time and watering?
