If you have no money to buy anything to help then you're screwed.
Go back to you 125w cfl until you can afford a decent inline fan to run your 250w hps.
You'll need a decent 4"-5" inline centrifugal fan with ducting.

I managed on my first grow without extraction. Was a massive mission though. The very minimum you need is a big desk fan, blown straight at the light from a very close distance, blowing the hot air away from the plants.
If you don't even have the money for a fan then give up growing, you cannot afford it.
