Heat issues need help! ASAP

Even when temps are cooler the light still brings them up
have your intake directed up toward the bottom of the light. It will help with the canopy temp. If you can, buy a vented hood and clear up the rest of your heat issues.

You need to draw cool air to the light/tent and hot air away from the light/tent. Your exhaust is placed better now, but I don't think it will make much difference until you either upgrade the hood or find a source of cooler air.

Your pulling from an outdoor window and venting into another outdoor window? Nothing wrong with this except, idk how its 60f on one end of the duct and 75f on the other end with the lights off. You either have some restriction issues, or maybe your taking temp readings with the tent open? That will raise the temps. Maybe something is wrong with your fan setup. Is it a blower type of fan?

I'm intaking and exhausting out the same window just different sides, the house sits at about 22 plus but outside it's around 16 and 20 max, my intake is a 5 inch black orchid fan not the most powerful, exhaust is a 4 inch can fan, should I be swapping these fans to use the power to pull more cool air from outside in?

Try it. The worst that would happen is you create a smelly positive pressure tent. If you can make a window seal for the two ducts that would probably help. Pics of the window setup?

Yeah, if you really want to narrow it down, fire that beast up, check the tent temps when closed up, check the room temps as it would be when the tent is running ( door closed?)

Then, adjust the intake and exhaust to draw air from outside the window and make sure that the exhaust goes out the best you can.

Check temps after all adjustments are done and you can know for sure what was going on.

Put the intake on the lower side of the window if you can. Make both of them as close as possible to the screen and consider a dust/bug filter eventually.

The intake is now more out the window on the left and the exhaust the same and temps are 27.9 under the light and it's not even close to the bulb, thinking 6 inch cool tube with high power ruck and use a speed controller lower speeds ?

Just get a stronger fan. You can use a cool tube, But your gonna take a yield loss if its glass sealed. Your tent is sealed for 15 mins prior to taking measurements? Can you feel cold air coming in from yhe intake if you zip yourself inside the tent?
