First, the emissions are not NEARLY enough ... SHOWBOAT.
Second, you're putting the cart in front of the horse on this issue. You have a goal and that clouds ur perspective. You are missing the REGIONAL scenario outside of the GLOBAL debate.
China has been the one to step up, not India.
Why? Why now?
Just like I said, China knows darn well that this will "blow over". Carbon is a farce and it's being exposed as we speak as such. Rightfully so.
BUT, Regionally, there is a race going on over there between India and China and the stakes are regional dominance. Something China wants VERY BADLY. India is their only main competitor, and they will do ANYTHING to slow India down.

Physics.. Medicine.. Chemistry.. Biology.. etc. etc.
but when it comes to Meteorology NO ONE BELIEVES IT?!
It's a science same as any other. Who here is a climatologist? Who here has studied meteorology and looked at weather and climate charts and whatever the hell else climatologists look at all day long? Who here can interpret those charts they STUDY FOR A LIVING?!
The denialism in America, on both sides left and right, will be our downfall. When science speaks, why do we deny it?

The Chinese think long term. Their one party rule gives them a distinct advantage over democracies which sway to and fro. They have learned to manipulate this issue well.
Don't be confused by their agreement. everything China does is for it's own agenda and advantage in achieving those goals, both short term regionally and long term globally.
They aren't building a top notch "blue water" navy for nothing. They aren't cutting every resource deal possible with ANYONE (no matter human rights records) who will deal for nothing. They aren't going to slow down.
