If you did it on a swing, that ball wouldn't drop straight down, it would move in a very calculated way based on it's mass, your mass, and resultant velocity. If the ball was the same mass as you, and you were strong enough to propel yourself to 10mph, the ball would move 10mph in the opposite direction. Fuel is propelled from the spacecraft with the burning of the fuel. It shoots out. It just doesn't disappear when it burns. It still has the same mass. Momentum will be conserved.
