gunk inside MH bulbs?

does anyone know if this is safe/normal to have this crud in the bulbs?
one is a 400w and one is a 600w

My 600 has some hazing at each end. It's boil-off from the hot components. Par for the course. cn

i saw plastic fragments in a hortilux once.. junk in a 80$ bulb. once i fired it up, it turned black inside the bulb.. sent it back and never used a hortilux again.
