The problem with your plant is it does not have enough light. For sufficient light I would suggest you use at least 3 of the cfl you are using now and place them close one above and 2 around the plant. For the vegetative stage of its growth that amount of light is ok but if u want buds that were worth the wait and the trouble you need a stronger source of light.... Upload some pics if you can!

If your hand can not stand the warmth of the lamp at the distance the plant is then it is too hot and you should put it further away, but in general cfl lights are not nearly hot enough to bother the plant. What soil are you growing in? The leaf tip burn is usually nutrients used too much.

im growing in straight soil i have used a bit of bat guano just short of wat it says to use. i have give it some plant tonic to help against the yellowin this just contains iron, magnesium and some other stuff. and i used bio grow as a general feed since seedling i have changed that to just water now.
