You need to have passive intakes that cover double the surface area of your exhaust (if you're using 2 6" Vortex fans, you need a total of 24" of surface area for passive intake if you intend to achieve negative pressure -- you're going to want that carbon scrubber soon). You could do two big 12" holes, four 6" holes, whatever you prefer, but that's the basic formula for surface area of intake vs. exhaust.
I guess I didn't really read well enough before, but to clarify, are you saying that you have a plastic shed and then a tent inside of the shed? Even if you left the 400w out completely and just stuck with your current setup you would never be able to achieve a quality end result without some fresh air circulating.
One option you might consider if you just plain can't modify the shed itself is to run a completely sealed room with supplemental CO2. These generally run in the 80-90 degree range for optimal results and a true sealed room does not technically require any access to air outside of the immediate grow space. With that said, you're going to spend some money to do that as well.
