Fire hazards mainly coming from miss using a power socket and the safety switch fails. Your standard capacity socket is rated to 10 amps / 240 volts / 2400 watts. So don't use more power then your power socket can handle.

Having your ballast on a non-combustible surface also helps to prevent a fire.

Having that small of a tent and 400w hps is only going to cause a fucking hot tent, you'd want some good ventilation and a cool room that the tent is in, so to answer your question no it's not a fire hazard to have that tent and light.

AND to re-assure you to make you feel better, Mylar is chemical resistant, tear resistant and can withstand temperatures up to 200 degrees celcius (I'm not sure what this is in farenheit though). To make things better, it's also electrical resistant and fire retardant.
